Using figures from the Gambling Commission the wekly magazine from London said the licenses were a major coup for the Malaysian billionaire, who also has control of the Thistle Hotel chain.

Quek, a high rolling gambler himself, had won over 28 percent of casino licenses up for grabs, far more than any of his rivals. Quek is considering opening a casino in over half of his thistle hotels.
